MAF/TIGER Partnership Software (Issued February 2007)
The MAF TIGER Partnership Software (MTPS) will debut with LUCA. This software provides LUCA partnership program participants with a GIS application that has customized functionality required by each of the following Census Bureau geographic partnership programs: LUCA, Participant Statistical Areas Program, Boundary and Annexation Survey, School District Review Program, and the Redistricting Data Program (Phase 2).The Census Bureau designed this application to run on a stand-alone personal computer with Windows 98 operating system (the minimal operating system required). Internet access is not required to use the MAF TIGER Partnership Software.
Depending upon the LUCA option level selected, the MTPS application will have the ability to view and update the spatial data, and the address list and the address count list. The Bureau has developed a computer-based training CD for the MTPS. You can download this training by clicking here or request a copy of the CD by contacting us by email at: LUCA@flcensus.gov. Please note that the only modules that are active are: Basic Skills; Additional Skills; Editing Linear Features, Area Features and Landmarks; LUCA; and BAS. The other modules PSAP; VTD/BBSP; and SDRP are not active.
2010 Decennial Local Update of Census Addresses Program Training (Issued July 2007)
The Census Bureau released a computer-based training course for LUCA on CD. This CD was contained in the LUCA invitation packet that was sent to every local government in the county in early August 2007.
The seven courses on the CD include:
- Introduction to LUCA
- Before You Begin Your Review
- LUCA Participation Options
- Address List Updates
- Address Count Review
- Map Updates
- Completing and Returning Your Submission
The courses range between 9 to 28 pages each and contain text, screen shots, and some exercises.
In order to use the training CD you must set your computer to: “Allow active content from CDs to run on My Computer” and / or “Allow active content to run in files on My Computer” depending upon how you are accessing the files. This can be found in the Security section under the Internet Options, Advanced tab.

Tools for ArcGIS
Census Tools for ArcGIS--A free add-on that supports local governments participating in the Local Update of Census Addresses (LUCA) and Boundary and Annexation Survey (BAS) programs for the 2010 Census.

This extension is designed to turn off toolbars and add the LUCA/BAS toolbars to the map document. This is intentional! It is an effort to facilitate the very particular work-flow of each process and not allow users confusion as to which tool to use. Only the tools necessary to perform the process are present.
- We have also just learned that (using the MTPS sample data that the Bureau sent to the states) it has an address matching function, i.e., it will compare your local address list to the census provided address list. This allows you to ignore records that are in both lists so you can focus on just the new records. This should really help Option 1 Users.
