March 24, 2008--Top Issues with LUCA Submittals

The Census Bureau in Atlanta has started receiving LUCA submittals and wanted to share a list of the most common issues/problems that they have noticed with these incoming files.  Please review this list to ensure that your LUCA submittal is issue free. 

March 18, 2008--Imagery Available

If you are looking for imagery for your Census LUCA map updates, the National Image Mosaics covers North America and in particular the coastal areas.  It appears that most of Florida's coast is covered with the exception of Santa Rosa County.  The Mosaics has one foot or six inch color photos for many counties in the state. 

To access this imagery in ArcMap --

Click the Add Data button and scroll down to GIS Servers.
Open GIS Servers and double click on Add WMS Server.
On the form that pops up type the following URL:  http://iq.usgs.gov/cgi-bin/nuiwms.exe 
Once the connection is made, add it to your map in ArcMap. 
Click the + by the Mosaics to display a list of all the images. 
Click on the first image, scroll to the bottom of the list, hold down the shift key and click on the last image so that all of the images are selected.
Right click on the selected images and select Turn on to turn on all the images. 
An image of North America should pop up.  Zoom into any area.

January 2, 2008--Census Tools Extension (Now Available)

Census Tools for ArcGIS--A free add-on that supports local governments participating in the Local Update of Census Addresses (LUCA) and Boundary and Annexation Survey (BAS) programs for the 2010 Census.

December 14, 2007--120 Day Update

Originally, the 2010 Census Local Update of Census Addresses (LUCA) Program allowed a 120-day review period for local governments that registered for LUCA by November 19, were in the Geographic Program Participant (GPP) database by COB November 26, and received their LUCA materials by December 4, 2007.

The Census Bureau has modified the LUCA Program to allow a 120-day review period for local governments that registered for LUCA by November 19, were in the Geographic Program Participant (GPP) database by COB November 26, and receive their LUCA materials by December 31, 2007.

November 20, 2007--Address databases

Now Available!  The Florida Legislature will be making address databases available for local governments to use to assist with their LUCA review.  These databases are meant to supplement, not replace, local databases.  Access instructions for these databases will be sent to the LUCA liaisons via email, so if your Census Bureau LUCA registration form did not contain email information for your LUCA Liaison, please send this information to us at:  LUCA@FLCensus.gov.  Thank you and if you have any questions about LUCA, please email us or call us at:  877.4FL.LUCA (877.435.5822).

August 30, 2007--Florida LUCA Training Workshop Schedule

The schedule is finally out. Check the list for the workshop nearest you. These workshops will be conducted by the U.S. Census Bureau with assistance from the Florida LUCA program staff. The training is free so don’t miss this opportunity to become a LUCA expert for your local government. All workshops are from 9a.m. to 1 p.m. Reserve your space today.

August 17, 2007--League of Cities Annual Conference--11:30AM-3:00PM at the Orlando World Center Marriott Resort, Grand Ballroom

Anyone attending the League of Cities Annual Conference in Orlando is welcome to stop by the Florida LUCA table in the Resource Center on Friday August 17th. The Resource Center includes representatives from many agencies and nonprofits that work with Florida cities. We will have information about LUCA from the U.S. Census Bureau so drop by and say Hello!

August 13, 2007--LUCA Computer Based Training

The Census Bureau released a computer-based training course for LUCA on CD.  This CD was contained in the LUCA invitation packet that was sent to every local government in the country in early August 2007.  The courses range between 9 to 28 pages each and contain text, screen shots, and some exercises.  Click here for more information.

FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS
The Florida Department of Community Affairs (DCA) announces technical assistance grant funding in the amount of $789,880 to assist Florida’s incorporated cities and counties in an effort to encourage and facilitate participation in the U.S. Census Bureau’s LUCA Program.

Don't Let Your City Miss Out on Future Federal Dollars

To help ensure that Florida cities obtain the most complete and accurate 2010 census count possible, the Florida Legislature's Office of Economic and Demographic Research (EDR) is working with the U.S. Census Bureau. This effort focuses on the review and edit of the Census Bureau's master address file and is called LUCA (Local Update of Census Addresses). The reason it's so important is that many federal revenue-sharing programs use the census. Everything from transit, airports and roads to drinking water, vocational education, child care and Medicaid are funded using a formula based on the census. Cities in large and fast-growing states like Florida can experience an “undercount” and receive less than their fair share. Although the actual census is still three years away, during 2007 the Census Bureau is allowing cities an opportunity to review and update the master address list used to deliver census forms. Any address not on that list will not receive a form and those residents may not be counted. This opportunity is so important to Florida that the Legislature has provided funding for grants to assist counties and cities in this effort.
